Proposed Construction:

The highway improvements will begin approximately half mile south of Interstate 80, at "O" Street, in Seward County and continue north to terminate at the N-15 intersection with Hillcrest Drive in Seward.  N-15 will be a four lane divided highway from "O" Street to Izaak Walton Road, where it will transition to three lanes for the remainder of the project.  The section between the ramps of the interchange will be designed for 4 lanes, but paved for three lanes.  The total length of the project is 7.1 miles.

Work will include: new 4 lane divided highway with 18” raised median from O Street to Izaak Walton Road with surfaced shoulders, bridges, wider clear zones, flatter side slopes, left turn lanes, right turn lanes at selected locations, consolidated driveways, new culverts, extension of existing culverts, lighting, sidewalks and a retaining wall.

Lighting/Signals:

There will be lighting at selected intersections in the rural areas and continuous lighting throughout the urban areas.  Ornamental lighting between South Street and Jackson Street will remain in place.

Traffic signals will be replaced at intersections that are currently signalized.  Traffic volumes will be monitored after construction to determine if traffic signals are warranted.

 

Related Studies:

An Engineering Review Report was completed on March 19, 1999, and an Environmental Assessment (EA) was begun in 2000.  After the Public Hearing, a final EA will be amended if necessary and processed through the Federal Highway Administration for approval.

Right of Way:

Acquisition of additional highway ROW and construction easements will be required throughout the length of the project.  It is anticipated that three houses will be aquired.  Relocation assistance will be provided during the right-of-way process.

Phasing:

Highway 15 will remain open to thru traffic during construction with two exceptions. 

The first exception is from Izaak Walton Road to US-34, while the Big Blue River Bridge is being replaced.  Traffic will be detoured from Tenneco on Izaak Walton Road to County Road 294 to US 34. 

The second exception is during the construction between US 34 and Hillcrest Drive.  During this construction, highway traffic will be detoured east on US 34, then north on N-79, then west on N-66 back to N-15.  Southbound traffic will use the same route in reverse.

Schedule:

The N-15 Bridge over I-80 and Seward Interchange (‘O’ Street to Holdrege Street) and the In-Seward and South Project are both expected to take two construction seasons to be completed.  The In Seward Project (US-34 to Hillcrest Drive) is anticipated to be finished in one construction season.  The construction schedules for the projects are currently unknown at this time.

Cost:

This estimated cost for the N-15 Bridge over I-80 and Seward Interchange (‘O’ Street to Holdrege Street) is $10.2 million.  The In-Seward and South Project (Holdrege Street to US-34) is estimated to cost $29 million, and the In Seward Project (US-34 to Hillcrest Drive) is estimated to cost $2.7 million.  As of today, the City of Seward will be contributing $2.5 million to the In-Seward and South project.
