Proposed Construction: Construction of the proposed Kearney East Bypass will include a new interchange on I-80, new viaduct over the UPRR and US-30, and a 4-lane roadway from I-80 interchange to the intersection of N-10/N-40. It is proposed to pave 4-lanes from I-80 to 56th Street, and 2-lanes from 56th Street to the N-10/N-40 intersection.

The completed bypass would be added to the Nebraska highway system and would be named Nebraska Highway 10. Portions of Highways 10 & 44 will be relinquished to the City of Kearney and Buffalo County.

Lighting/Signals/Signing: Portions of the project will have roadway lighting, and signals will be installed at some intersections when warranted. Protected left-turn bays will be constructed at intersections with public roads.

Related Studies: An Interchange Justification Report was completed in October 2000.  A draft Environmental Assessment has been completed and approved by the Federal Highway Administration June 6, 2007.

Right of Way: Approximately 220 acres of additional ROW will be needed for this project. Three homes will be acquired, and relocation assistance will be available through the normal right-of-way process.

Phasing: Minor phasing of traffic will occur during construction of the I-80 overpass, the US-30 overpass, and the connection to the N-10/N-40 junction on the north side of Kearney.

Schedule: Construction is anticipated to occur in FY 2010, and may take 5 to 6 years to complete, depending upon availability of funds.

Cost: Approximately $41 million (today's dollars).
